Farid Fuad oglu Guliyev was born in Baku. He is an economist who began his professional career in the financial sector in 2007. Since 2012, he has been a member of the boards of various financial institutions.
In February 2018, he was appointed as the CEO of Azərikard LLC.
Deputy Chairman of the Central Bank of the Republic of Azerbaijan
Gular Pashayeva was born in 1989 in Baku, Azerbaijan. He holds a Bachelor’s degree in International Law (2010) and a Master’s degree in Commercial Law (2012), both with honors from Baku State University. In 2021, he completed the Chartered Governance Qualifying Programme at the Chartered Governance Institute UK & Ireland, earning the GradCG designation.
His career began at PASHA Bank OJSC in 2011, where he held various positions, including Legal Advisor and Head of the Corporate Secretary Division. From 2021 to 2022, he served as Director of the Corporate Governance and Administration Department. In 2022, he was appointed Advisor to the Governor of the Central Bank of Azerbaijan, later becoming its Executive Director.
On November 7, 2024, he was appointed as a Member of the Management Board of the Central Bank by the Milli Majlis. On December 4, 2024, he was appointed Deputy Governor by Presidential Decree. He is married.

Rashad Bayramov is an international business trainer and coach. He has conducted numerous training sessions and individual coaching programs on effective communication in Azerbaijan, Turkey, the United States, Bulgaria, Kazakhstan, Georgia, Qatar, Jordan, India, Vietnam, and Sri Lanka. He is the author of "Trust Your Word: 10 Ways to Conquer the Audience" (2016), the first book in Azerbaijan on public speaking.
With a career spanning over twenty years, Rashad Bayramov has worked as a press secretary, business journalist, editor-in-chief, head of the foreign relations department, and regional lead for transformation matters. While working at BP, one of the world’s largest energy corporations, he successfully represented the company before diverse audiences, ranging from new employees to government leaders.
He currently serves as an advisor to the Minister of Digital Development and Transport of the Republic of Azerbaijan.
